On our chart the smaller measurement is the loose fit and the larger is a firm fit. The vest length shown is the actual length of the vest. If your dogs length is shorter than the vest length it will overhang the tail. For the best fit, slightly cropped is the way to go. While the collar measurement is a good guide it won't effect the fit. A little loose is fine and too tight you can simply undo the top button for a super cool look.
